Thomas E. Hickman spent more than 20 years as the State’s Attorney for Carroll County where he earned a reputation as a tough prosecutor and an outstanding crime fighter. A visible and vocal champion for victims, he was instrumental in establishing the county’s rape crisis intervention service. He also created a unit in the State’s Attorney’s office to keep victims of felony crimes updated on the progress of their cases. Throughout his many years of service as Carroll’s State’s Attorney, Tom also maintained a part-time private practice in which he represented private clients as aggressively as he prosecuted criminals. When he ended his service as Carroll County’s State’s Attorney in 1994, his dedication to his private practice became his full-time passion.

Tom is past president of the Maryland State’s Attorneys Association and an active member of the Maryland Trial Lawyers Association. He has been a trial advocacy instructor for the Air Force Judge Advocate General School, the Federal Drug Enforcement Administration, the Maryland Institute for Continuing Professional Education of Lawyers, and the Maryland State’s Attorneys Association. In 1995 and 1998, Tom served as an adjunct professor at Western Maryland College (now McDaniel College). Tom recently completed 7 years of successful service as a United Nations International Prosecutor handling war crimes and major organized crime cases and is now on a short term assignment establishing an anti-corruption team in Afghanistan for the US State Department.
